History
What follows is a brief history of the Heritage Meadows Planned Unit Development, which was created in 1985 as management of the PUD was assigned to the HOA from the developer, Ralph Hofele.

Notes were made from a review in 2007 of Annual meeting minutes and Board notes, with subsequent changes from homeowners recollections. 1985
3/1/85 First elected board, transferring authority from Ralph Hofele, Developer. Two entities were created; the Heritage Meadows HOA responsible for common area maintenance, and the Heritage Meadows Recreation Association, responsible for maintenance and management of the Recreation Center at 2110 Jonathan Place. Two larger lots at the entrance were set aside for attached housing, and a Heritage Meadows Condo Assocation was created to manage this property. HOA Membership Dues were set to $150/lot Annual Budget: $4700
It has been reported that the purpose of breaking out the Recreation Center was so that the Recreation Center membership could be extended outside of the Heritage Meadows HOA property, and that the Recreation Center was scaled and built to support a larger user base than the 29 lots in Heritage Meadows that comprised the HOA. It has been suggested that the developer intended to include membership on subsequent PUDs he planned to develop to the north and east, which never occurred.
1986
- 11/86 Issues re development of 3503 22nd, the "Downs" property north of HOA
- Noted in 2/1995 "significant investment" planting trees along Iris
1987
- Assessment for improvements to Entry Island
- 6/17/87 Letter to City re Street Access issues to proposed Markel Homes PUD north of Heritage Meadows. Access was to be via 22nd Street, HOA board proposed access via Kalmia. Access to this development, on Kincaid Place and 22nd St, was changed to the East on Kalmia via 26th St.
1988
- Contention and acrimony on proposed outside Dog Run on the North side of 3440 22nd Street, neighbors opposed, denied
- Attempt from Whittles re combining dues on lots 14 and 15 - denied
- Attempt from Johnson re combining dues on lots 28 and 29 - denied. Letter to all re dog waste
1989

1990
- First snow removal contract
- 6/18/90 City removed barriers on E end of Jordan, HOA agreed to maintain the city owned property
- Special Assessment: $25/house for Landscaping Contractor Bruno and Sons to tear up 22nd and Sidewalk to fix leak to Entry Island
- Vote to modify CC&R to allow paint in place of stain
- 10/8/90 Condos and HOA split fence paint costs along Iris, to HMRC fenceline
1991
- Tax return filed, IRS form 1120-H
- Total dues $21,000
- Discussion on combining bylaws (HOA and HMRC)
- Rec Center painted: $1650
- 12'x10' retractable awning installed: $1090
- Rec Center carpet replaced
1992
- More discussion and cmmte formed re combining HMRC and HOA
- Draft combined CC&R created - no mention of Condos, comparitively brief
- Special Assessment: $30/lot for trees, shrubs and sprinklers (water cost increase: from .0373/gal to .0559/gal)
- Outside members (on Kalmia) request membership termination - "don't bill us any more we don't use it"
- Dues: $105/lot
- Hot tub replaced: $1700 + $1700 for tile work
- Racquet court floor replaced (Insurance repair, freeze damage): $4700
- Dues notice 4thQ, partial payments accepted, issues on collecting
1993
- Taxable value of HMRC: $214k
1994
- Dues raised to $280/lot
- Converted to Annual dues to much relief by treasurer
- Questions from Condos re '92 Special Assessment - some of which was to pay for shrubs on condo land facing 22nd. Much discussion.
- Letter to all re dog waste
- Proposal re selling Outlot B to property owners
- Condo withholds payment of dues, demands historic billing landscaping (response is unexpected repairs '93 prompted reallocation of funds, SA designated repairs postponed/canceled)
- City of Boulder Mediation Services involved, attorney consulted
- 7/7/94 Clarification of Condo/HOA responsibility for Condo "Common Area" maintenance. It was decided by Board the HOA was not responsible for same, though mentions of architectural review compliancy remains, parking issues in Condos. This despite a '92 Special assessment that Condos participated that included cosmetic improvements on Condo property.
- Contentious year, severe roof damage throughout HOA due to hail, City outlaws Shake Roof replacements, CC&R modified (late) to define acceptable replacements. Some homeowners upset at delay.
1995
- Condo formally requests vote to "disassociate" from HOA, Condo would assume responsibility for entrance area and property along Iris. Vote fails overwhelmingly, main discussion centered about ceding high profile entrance area to what is most vulnerable to become increasingly renter occupied.

1996
- Refinish racquetball court - water damage: $2210
- Foundation inspection: determined issue as court/drainage
- Pool leak inspection
1997
- Dues: $450 for Rec Center
- Special Assessment: $30k for drainage repairs at Recreation Center Drainage from Tennis Courts installed, leading to Sump tank with pump
1998

- Sport Court installed on Tennis Court

2006
- Dues: $850 for Rec Center, $450 for HOA
- New chaise lounges
- Replaced another windblown fence section
- New (used) play/climbing/swing structure for small children
- Discussion re combining HOA and HMRC
2007
- Dues: $650 for Rec Center, $400 for HOA
- New concrete tables for poolside seating
- Replaced Gazebo with semi-permanent (attached) structure
- Discussion about traffic volumes/mitigation on Iris
2008
- Dues: $750 for Rec Center, $450 for HOA
- City institutes Water Budget program, increasing cost and risk of extreme expense for water leaks in common areas.
- HOA adds remote water meter readers.
- Special Assessment ($100/lot) for tree maintenance and replacement.
2009
- Dues: $750 for Rec Center, $400 for HOA
- Board secures Symbio Circuit Training gear and Hoggan Cardio equipment at an auction at a moderate total cost
- Condos add zone to 22nd and Iris Water meter, HOA Board negotiates split cost
- with Condo for annual assessment to handle cost of watering that area.
